The vinyl surface layer is heated and sucked against the surface of the metal mold, this makes the vinyl skin the shape of the finished dashboard.

The mold is then closed, and polyurethane foam is injected in liquid form to fill the rest of the mold cavity, on the back side of the vinyl. This way when the foam hardens, it is behind the vinyl layer, and has a thickness controlled throughout by the space in the mold cavity.

It is a sort of combination of vacuum forming and injection molding.
