I would agree with the previous poster that the kind of dense thick sheets of ps foam you can buy in home improvement/hardware stores is the best way to go IF you don't want to spend a lot.
Those sheets can be stacked and glued together to create any shape/size of "block" you need to create your carving, and that kind of dense foam in general will be able to create a lot more detail than some other kinds of ps foam.

Check out this page and their whole site, for examples, instructions, and tools too if you want, for doing this kind of thing:
http://hotwirefoamfactory.com/customer/gallery/2_artfr.htm
(one of the examples on that particular page shows the actual "stacked" pieces of ps foam --after carving-- in the background... the same basic shape already painted is show in the front:
http://hotwirefoamfactory.com/customer/gallery/patart_cblack02.jpg )

HTH,

The best way to go is buy a 4x8 sheet of building insulation. I build mountains by stacking layers. If you're determined you can make a block in nothing flat. Here you go another link in another direction:http://www.culinart.net/styro.html
Please note the price. A sheet of building styrofoam is about $15. Here's a link:http://www.lowes.com/ProductDisplay?partNumber=104590-46086-146601&langId=-1&storeId=10151&productId=3006131&catalogId=10051&cmRelshp=sim
References :
Model railroader for many years
