I would agree with the previous poster that the kind of dense thick sheets of ps foam you can buy in home improvement/hardware stores is the best way to go IF you don’t want to spend a lot.
Those sheets can be stacked and glued together to create any shape/size of "block" you need to create your carving, and that kind of dense foam in general will be able to create a lot more detail than some other kinds of ps foam.
