At a very good hardware store, some home centers, maybe window supply, maybe concrete working firms, ask about backer rod. This is a foam round material that comes in long lengths that is used in cracks to fill the gap so that silicone sealant can be put in the crack in the proper shape for stretching to maintain the seal. We sold it at the hardware store where I worked.
This http://www.amazon.com/M-D-Building-Products-71464-Backer/dp/B000BQS90G is only 3/8, but it is available up to about 2"

You can find different sizes of pipe insulation with a plumbing location that stocks various sizes, however all pipe insulation will be hollow in the middle.

You might be able to make your own. Look at foam spray called Great Stuff. you can mold anything with this stuff assuming you know how to manipulate it. It is liquid foam, so if you use a mold it will need to have an interior layer of powder or latex to keep the foam from adhereing to the mold. Great Stuff is some great stuff! heh serious. Theatre shops use it often to make light weight rocks and coal and filler for shaped crafted props.
